Congress and World Team Requirements

ELIGIBILITY RULES FOR CONGRESS AND WORLD TEAM

1. Must be a member in good standing with the Delaware Quarter Horse Youth Association the year prior to selection of the team by March 1 of that year. This means that the youth member must participate and do at least three (3) fundraisers selected by the current youth board during that year prior to being selected for the youth team. The required fundraiser must be completed by the deadline dates selected, or the youth member will have to wait for the following year to start his/hers eligibility. The youth advisor will make / keep a file for each calendar year to track, each individual youth participation in other functions besides fundraisers to assist in decisions attending other group activities. NOTE: Membership must be current and paid by March 1st of the year, in order to qualifying for attending group activities, Congress and World teams.

2. All youth members that may have a problem, question, or changes about any activities such as fundraisers, Congress Team requirements, World Team requirements, meetings, meeting requirements, hardships, etc. must notify the current youth advisor directly prior to the event occurring. (Please note: allow enough time prior to the event, 1 wk – 10 days if possible). Any one that may neglect notification of a situation to the youth advisor, the problem will not be considered or addressed. 

3. All youth members parents are required to contact your youth advised at the
beginning of the New Year, to receive a booklet of the new rule requirements for the year. Parents must sign for the rulebook and the youth advisor must have the parent’s signature in order for the youth to be eligible for group activities, Congress and World Team.




SELECTION OF THE TEAM REQUIREMENTS:

1. Point year for the team will begin January 1 and continue through July, the last day of the Sun Circuit.
2. Points may be calculated from a maximum of ten (10) shows during the period of the ten (10) shows, at least two (2) must be of the D.Q.H.A. sponsored shows in July at the Sun Circuit. The balance of the shows used maybe of your choice BUT ONLY THREE (3) SHOWS MAY BE OUTSIDE OF DELAWARE. In order for the three (3) shows to count, you must have shown in at least seven (7) of the Delaware shows and two(2) of the Seven(7) must be during the Sun Circuit. The shows which the individual would like to count must be reported to the point keeper by July 20th, approximately ten(10) days after the Sun Circuit. The horse and rider must participate in least two(2) of the Delaware Quarter horse Sun Circuit shows in order to participate on the Congress team.
3. The Youth Team will be determined by the top number of points in each class and by club participation.
4. Each Youth Team member is eligible for one slot only, unless the classes need to be filled.
5. You must have 10 points in the class in which you will be participating in, with the exception of barrels and reining, which will be 5 points in ordered to qualify for the Congress youth team. Points will be accumulated on one horse/one rider basis.

6. If a tie should occur, the greatest number of firsts will override.

7. Members attending the Congress on the youth team must show in the class or classes that they meet the criteria in. Which means they must show in a class of which they have their points in and when they commit to a certain class they must show this class at the Congress. The only exception will be with a Vet Certificate or the death of the horse has occurred.

8. A walk-trot mascot must be nine and under in order to participate at congress, and meet all requirements for the youth team. The walk-trot position will be determined by the top points only in horsemanship. (One
horse/one rider team). Please note: The walk-trot mascot is not eligible to walk in the opening ceremonies with the rest of the youth team, unless notified by congress officials to the youth advisor. The mascot requirements will be the same as the Congress team rules.

9. Novice points will count for the youth team, but WILL NOT prevail over other
points. The thirteen(13) and under points and 14-18 points will prevail over Novice
Youth Points. However if a position is available and there is no one with 13 & under and 14-18 points a child with Novice Points that has met all other criteria for the team maybe considered.


REQUIREMENTS FOR THE WORLD TEAM:

1. Eligibility rules to participate on the world team will follow the same as the congress team rules. (Refer to Congress Team eligibility rules)


2. Qualifiers must obtain 5 state points in their respective event in order to qualify for the world team.

3. Youth intending to qualify for the world team must follow the same rules as the Congress Team. (Refer back to the selection of the team under the congress team rules)



****EXCEPT FOR EXTENUATING CIRCUMSTANCES, ALL YOUTH TEAM MEMBERS MUST TAKE A HORSE.

***ALL CATEGORIES OF THE TEAM AND MEMBER ELIGIBILITY WILL BE REVIEWED BY THE D.Q.H.Y.A. BOARD OF DIRECTORS AT THE DISCRETION OF THE YOUTH ADVISOR****

World Team Requirements

See Youth Advisor by April 1 to receive List of Required Fundraiser/Volunteer Hours for the Team

DEMONSTRATION OF INTEREST:

1.Must attend a minimum of two (2) Delaware Quarter Horse Youth Association meetings between January and June. Any youth that may not attend any additional meetings, it will be the parents and youth responsibility to contact the youth advisor by phone or e-mail to obtain any information they may have missed.

2.Must be active in fundraisers and participation for the season. To include mandatory functions but not to exclude non-mandatory events. Any one who wants to be considered for an incentive award must do 7 out of 10 of the mandatory fundraisers and be active in other club activities and submit a letter of intent for the youth team. Any event held that is not a mandatory function for the youth team selection, will be considered by the youth advisor for an incentive award and or selection of a team. (This rule is under the desecration of the youth advisor)

3.All fundraiser are required to be in by a selected date. When fundraisers are turned in on that selected date to the youth advisor the money order must be completed and paid in full. Any additional money to be collected will be the responsibility of the person who is selling to collect the unpaid debt.
